The RDB store is a plugin. If a user does not have it as an option it would indicate that they are not assigned to the plugin.
To assign someone to the RDB store plugin:
From the Ribbon, click Options and then click Manager.
Click Plugin packages.
Find the plugin called RDB store and click on it once.
At the bottom of the screen click edit and assign the user/s to the plugin.
