To access RDB from outside of your office environment, you either need to:
Connect to your office computer via a remote desktop connection and use your office computer remotely - Your IT department should be able to tell you if this is possible and help with this.
Setup a VPN connection for you on the computer you are using remotely, your IT department would have to do this, and then install RDB which can be done by following this guide.
