Check the user's Security Option setting by:
Click Options and then click Manager.
Click User Maintenance
Find and double click on the User experiencing the issues and check the Apply Restrictions settings- the two available settings have the following effects:
Apply Restrictions by AND'ing - Choosing this option means that if a user is restricted from carrying out an activity by one role and permitted by another, the restriction is lifted.
Apply Restrictions by OR'ing - Choosing this option means that if a user is restricted from carrying out an activity by one role and permitted by another, the restriction stands.
