Unable to access RDB as it is stuck on Connecting or throws an error (Hybrid)

This article explains what to do if you are not able to log into RDB as it is stuck at Connecting.... with the following error:

This is the error:
Error: A network-related or instance- specific error occured while establishing a connection to SQL server.
The server was not found or was not accessible. Verify that the instance name is correct and that SQL server is configured to allow remote connections.
(provider: TCP provider, error: 0 -The wait operation timed out.).

If any users are kicked out of RDB and are unable to log back in please raise a new support case online with our support team and include any error messages you have received.

While we are trying to handle the issue please try logging back into Access RDB and a member from our support team will call you shortly to confirm that the issue has been resolved and that all users have been able to Access RDB successfully.
