Those errors seem to indicate that the users RDB installation might have been damaged by some security software falsely identifying one or more dll's as suspicious and quarantining/deleting them.
As you are an on-premise (local) installation, please ask your IT provider to check for any such security software and have the whole RDB installation folder excluded from online scanning, before re-installing RDB (just the main MSI first, then if no joy all pre-requisites as well).
They should have the installation files - probably on your server somewhere.
